Q) When may an amateur station use any means of radio communications at its disposal for essential communications in connection with immediate safety of human life and protection of property?

A) When normal communications systems are not available

In an emergency, human life and protection of property are the priority.  This means that any means of radio communication can be used in an emergency.

Hams are good neighbors during an emergency or disaster because radio amateurs have the capability of communicating when all other means and infrastructure have been compromised.
